I say three months Becca because when something tragic happens (divorce, death, job loss) it isn't always easy to jump right back up. For instance when I lost my job we were told to expect a minimum of 3 months to find a new job (I was in a management position). In the meantime you still have bills coming in and even kids to feed. If you have kids you are also probably needing to find daycare etc. 3 mos is fair.
Audrey I agree it sounds like your friend didn't abuse the system. Unfortunately there are way too many people who do abuse it.. did you ever hear your friend say that she couldn't work more hours because she would lose some of her welfare? Did she have more kids so she could collect more? Did she intentionally decide NOT to work so she could stay on it? Those are the people I have a problem with.
I was in her situation and like Americanangels grandmother I was lucky and able to move in with my ex in laws while I got on my feet and found a job.. then I moved on my own but had a roommate.. eventually (and it didn't take too long) I was able to get a little apartment. I never had to use welfare.
In all fairness Americanangel.. these days it is NOT always possible to fall back on relatives.. they are spread out or struggling themselves. I have no problem with someone who is trying to get back on their feet using the public system for a few months to do it. I just don't want to keep helping the same people for years and years and years because they don't want to help themselves.

I'm a bit confused. I thought I had learned in a class a few years ago that they were making it more difficult to abuse the system and stay on for years. Where did I miss something?

THey were becca, then the democrats took back over and BOOM, we need to structure our entire system, paid for by working americans, to benifit those 'less fortunate'.
